PURPOSE AND USE OF THE HANDBOOK
The purpose of this handbook
is to acquaint students and parents with our school system, its activities,
organizations, opportunities and facilities. We are interested in each student and we want all students to get the most out of the opportunities afforded them in attending U.S.D. 279 schools.
The handbook contains policies and procedures which shall be regarded as in current effect in Randall Elementary School and Jewell Jr/Sr High School
Realizing that no handbook printed could answer all questions or problems, we invite the parents and students to visit us in the office. It may be that sometime during the year some of the policies in this handbook will change as the need arises. Changes will be posted on the bulletin board by the principal's office and will be documented by the daily bulletin. We anticipate that the rules listed will be accepted in an atmosphere of cooperative compliance.
Please keep in mind that ALL students are responsible to faculty and staff members regardless of the attendance centers they represent.

DISTRICT PHILOSOPHY OF EDUCATION
The proper task of education is to prepare students to reach their greatest potential and to function in a complex and rapidly changing world. Educational experience and opportunity will be provided for each student to reach his highest capabilities to become a citizen with high moral standards, mental development, social attitudes, career awareness and exploration to fit him/her for a full and rewarding life.
Our mission statement at USD 279 is to: “Nurture, develop and challenge all students to reach their full academic potential and become responsible productive citizens"

S.B. 593-REQUIRING PROOF OF IDENTITY FOR CHILDREN ENROLLING IN SCHOOL
Whenever a child enrolls in school for the first time, the Board is required to secure proof of identity of the child. Proof of identity can be a birth certificate, a copy of a court order placing a child in the custody of SRS, a certified transcript or other similar pupil record, or other documentary evidence that the board considers satisfactory.
If the proof of identity is not provided within 30 days, the board must notify the local law enforcement agency who will then promptly investigate the identity of the child.
During the investigation, school personnel must provide law enforcement agencies with access to school premises. Unless school personnel agree that their presence is not in the best interest of the child, school personnel must be present at all time during the investigation.
When notified by a law enforcement agency that a child who is, or has been enrolled in the school, has been reported as a missing child, the school must make note in a "conspicuous manner" on the school records of the child. Those records must be kept separate from the school records of all other children enrolled in the school. The school shall notify the law enforcement agency of any request to see the school records of the child.
This bill also prohibits disclosure of information acquired under this procedure for any other purposes.
1. Evidence of satisfactory completion of the previous grade.
2. Proper immunization.
3. Payment of book fee - deadline October 1, 2007. Due August 9, 2007.
4. Payment of tuition or following Tuition Policies Rule 7003.
5. Section 1 and Section 2 of adopted School Board Policy.
6. Proof of identity from those enrolling in U.S.D. 279 for the first time. SB-593.
State Law 72-111 requires all children between the ages of 7 and 18 to attend school. Those frequently being tardy or missing school may lose the privilege to attend U.S.D. 279. Disciplinary action may also result in the loss of this privilege.
ATTENDANCE- STATE LAW 72-1111, 1997 SUPP. (Paragraph B)
If the child is 16 or 17 years of age, the child shall be exempt from the compulsory attendance requirements of this section if (1) the child is regularly enrolled in a program recognized by the local board of education as an approved alternative educational program, or (2) the child and the parent or person acting as parent attend a final counseling session conducted by the school during which a disclaimer to encourage the child to remain in school or to pursue educational alternatives is presented to and signed by the child and the parent or person acting as parent. The disclaimer shall include information regarding the academic skills that the child has not yet achieved, the difference in future earning power between a high school graduate and a high school drop out, and a listing of educational alternatives that are available for the child.
ATTENDANCE - STATE LAW 72-1113
Kansas Law (K.S.A. 72-113) states "a child is inexcusably absent from school if he is absent there from all or a
significant part of a day without a valid excuse acceptable to the school employee designated by the Board of Education to have responsibility for the school attendance of such a child." A significant part of a school day will be interpreted to mean two hours or two class periods of the school day.
Attendance is very important to the overall success of the student. Each student should make every effort not to miss school. Perfect attendance rosters will be published in the paper at the end of each quarter and semester recognizing those who have not been tardy or absent.
Absence from a class for any reason results in a loss to the student that is irretrievable. It shall be the responsibility of the parent to insure your child's regular school attendance. School officials will notify the parent when the child's total semester absences number 6 days, again on 8 absences, and again when the 10th absence is recorded.
The school requests if students who are going to be absent due to illness or any other reason, would have their parents or guardian notify the school office between 8:00-9:00 a.m. on the day of the absence. Upon returning to school student must check in to the office and a signed note must be sent by the parent or guardian. A doctor’s excuse will be necessary after a student has reached 5 (five) absences per semester.
If the call is long distance, the parent or guardian may send a note upon the return of the student. All students must have absence verification in order to get back into class.
The decision as to whether a student's absence or tardiness is excused or unexcused will be made by the building principal. Students having unexcused absences or tardies are not to be allowed to make up school work missed for the day(s) the student was unexcused.
Excused absence. Work and grades may be made up and credit received. The Board has stated that a student may be excused for (a) illness (b) death in the family (c) funeral of a close friend or relative, (d) work if essential to the
support of the family, and (e) doctor or dental appointment. It may be necessary that the appointment be verified by the doctor or dentist.
Unexcused or Truant. An unexcused absence is defined as being absent for any reason other than those stated in the section on excused absence.
Prearranged Absence. In the case of a prearranged absence, a written request in advance of the first day of absence will be required to be presented by the student on behalf of the parent or guardian, or in person by the parent or guardian, to the building principal. If permission is granted by the principal, the student will be expected to make up all work, if feasible, prior to the first day of absence.
Seniors are allowed two days for college visitation and this will not be counted as a day of absence.
Closed Campus. Jewell Jr./Sr High School and Randall Elementary School students who arrive at school by school bus may not leave the school campus (immediate school grounds not crossed by a roadway) without written permission by the school principal. The time periods involved shall be from the time the school buses arrive at the school and until school starts up at 8:05 am and from 3:39 pm until the buses leave the school on the regular evening
bus routes.
NOON HOUR REGULATIONS - Jewell Jr/Sr High
All students are required to stay at school over the noon break. Only by permission from the principal or his/her designee will students be permitted to leave campus.
Since state law requires attendance of students at school, any student accumulating ten days of absence may lose credit for that semester. Students who are absent in excess of the ten days allowed in one semester will be required to make up the days or time of excessive absence. Upon accumulation of ten days of absence, an individual may wish to appeal the loss of credit. This may be done by meeting with a panel composed of the superintendent, principal, counselor, plus the student council president.
The meeting must be scheduled through the principal within five days of the completion of a semester. The main consideration will be towards the number of days that have been excused. An appeal to the Board of Education may be made if the panel decision does not satisfy the person appealing.
Three tardies constitutes one-half day of absence. The only tardies not counting toward absenteeism are those signed by an administrator. All others will be counted and will add up towards your total days missed. Students are allowed three free tardies to school OR class per semester. On the 4th tardy, detention will be assigned and parents notified.
The buses will run on a regular schedule after the first few days. Bus will leave Randall at 7:40 a.m. and Jewell at 7:55 a.m. The Elementary School students arriving at Randall should report to the main hallway inside the school. The Elementary and Junior High School students arriving at Jewell should report to the gymnasium. High School students should remain in the Cat’s Paws. Classes begin at 8:05 at Jr/Sr. High and 8:10 at RES. Student wishing to eat breakfast should arrive no later than 7:55am to be served. School is dismissed at 3:39 at Jr/Sr High and 3:35 for RES. The bus will arrive in Jewell Jr./Sr. High School at approximately 3:45p.m.
Class is in session until dismissed by the teacher. No student is to leave any classroom during class without a
permission slip from the classroom teacher. All students should check back into the classroom before the end of the period, unless the supervising teacher excuses this action. Students should never leave the school grounds during a class or during the day without a pass from the administration.
All high school students need 24 units for graduation. Students with less than 6 units will be considered freshmen. Students with 6-11units will be considered sophomores. Those students with 12-17 units will be considered juniors and students with 18 units and above will be considered seniors.
The following is intended as a brief guide which should assist you in selecting courses while attending Jewell High School. If problems arise during course selection, consult with parents, teachers, the guidance counselor, or the principal.
To be eligible for graduation from USD 279, the following requirements must be met:
1. Eight semesters of attendance.
2. Must have at least 24 credits to graduate.
3. Four units of English.
4. One unit of oral communication.
5. Three units of Social Science including one unit of Constitution or Government, one unit of American
History and one unit elective.
6. Three units of Mathematics. (Adult Living and Accounting counts as a Math)
7. Three units of Science. One of which must be a laboratory science. (Food & Fitness, Family Life and
Horticulture, counts as a Science)
8. One unit of Health and Physical Education.
9. One unit of Computer Applications.
10. A minimum of 1800 minutes of Kansas History. A transfer student may waive this requirement if they transfer into USD 279 at a grade level above that in which the course has been offered by the district.
11. No transcripts will be sent until all obligations to the school are complete. Students are responsible for items checked out to them.
Students classified as seniors who have earned less than twenty two units of credit will receive a certificate of attendance. Diplomas will be issued when such students complete all graduation requirements.
Students may not add, drop, or discontinue a class without permission of the administration, the counselor, the teacher, and his/her parents.
Slips to drop and/or add may be picked up in the Principal's office. No class changes will occur after the first three (3) days of each semester.
Each nine weeks, those students achieving outstanding academic accomplishments will be recognized by being placed on the honor roll.

ACADEMIC PROBATION AND INELIGIBILITY LISTS
If a student has a D or F in a class for two consecutive weeks, the student will be placed on the academic down list and his or her parents will be notified either by mail, phone, or both. If the student is failing the same subject two weeks in a row, he/she will be placed on the academic probation list. Being on the academic probation list in two subjects makes the student ineligible for all extracurricular activities. This will be based on cumulative grades only.
To regain the privilege of activity participation, the student must receive a D or better in one of the two classes by the time the next eligibility list comes out. Weekly eligibility lists will be turned into the principal's office each Monday morning before the end of the first period.
KSHSAA ELIGIBILITY REQUIREMENT
A student in grades 6-12 shall meet the following requirements of eligibility for participation in interscholastic activities:
A. Scholarship - The student shall have passed at least five new subjects (those not previously
passed), of unit weight, or its equivalency, the previous semester or the last
semester of attendance.
B. Enrollment - The student shall be enrolled in and attending a minimum of five new subjects
(those not previously passed), of unit weight, or its equivalency during the present
semester.
The primary purpose of counseling and guidance in Jewell High School is to assist students who have questions concerning their social, personal, or academic life. Mr. Curtis Genereux is the guidance counselor and will be happy to talk with you about your concerns. In this way, you can work toward definite goals through your four years at Jewell High School. If you should ever have a problem of any type, such as difficulty with classes, adjusting to high school, questions about various procedures, etc., contact Mr. Genereux or the Principal.
GRADING SYSTEM -RES, & JEWELL JR/SR HIGH
The faculty and administrators have provided a wide choice of subjects and attempt to adapt the subject to the individual student's abilities and interests. It is their hope that each student will find the type of courses in which best fits the interest and abilities of the individual student.
A great many factors enter into the pupil's progress and directly affect his/her grade. Chief among those controllable factor's is the student's extent of effort. Other factors affecting student grades are: ability, interest, study habits, health, attendance, outside interests, and previous preparation. Student effort remains by far the most important controllable factor in education. Low achievers seldom make the most of this fact. U.S.D. 279 uses the letter system recommended by the State Department of Education. They are:
A-Superior (90-100 percent)
B-Very Good (80-89 percent)
C-Average and meets requirements (70-79 percent)
D-Meets only minimum requirements (60-69 percent)
F-Failure. Does not meet requirements (59 percent and below)
I-Incomplete. Incompletes must be made up within 5 school days at the end
of the first semester. It may be changed to F's at this time.
No grace period at the end of the second semester.
Requirements to achieve each of these grades will be explained the first day of each respective class.
Those students who have a study hall will be required to use that time for productive study. The study hall teacher will be monitoring your educational progress to insure your productivity during study hall.
Teachers welcome parent conferences. Parent/Teacher communications are essential to a student's educational success. Teachers are encouraged to foster frequent informal communications with parents. Administration, at parent or teacher request, may arrange special parent teacher conference by appointment in an effort to promote parent-teacher communication. Parent-teacher conferences will be held at the end of the first and third nine week period. Teachers will be available for an adequate period of time in an effort to insure everyone an opportunity to get in and visit concerning their child's progress. No report cards will be given to students the first and third nine-weeks but rather to the parents at conference time. Student report slips will be mailed after the semester and end of school. If you cannot attend on that date, arrangements may be made with the principal for another date.
Parent/Teacher Conference will be held on November 5th from 12:00-8:00pm. There will be NO school on October 26th. February 4th and 7th will be Parent/Teacher conferences from 4:00-8:00pm. There will be NO school on February 11th.
CRT tests will be given at JHS at the conclusion of each semester.
INCLEMENT WEATHER/EMERGENCY CONDITIONS
If the school day is terminated early, notification will be made by an announcement over the radio/TV stations: Channel 4, Superior; Channel 5, Hastings; KSAL, Salina; KNCK, Concordia; KRFS, Superior; KVSV, Beloit-105.5 FM; and Channel 10-11 KOLN-KGIN, Lincoln. A snow call list will be distributed after enrollment has been finalized. Each family in USD 279 will be called if the decision to call off school can be made in advance of the school day.
FREE AND REDUCED PRICE LUNCHES - RES and JR/SR HIGH
In accordance with Kansas Law, everyone will receive a copy of the district policy and application forms in the mail. Please contact the school office if you didn't receive a copy of this announcement of the child nutrition program. If you feel you qualify for free or reduced price lunches and/or breakfasts, please complete the application form , sign it, and return it to the school. Do this as soon as possible. Reduced price lunch meals are 40 cents and reduced price for breakfast is 30 cents. You will be notified in writing of your approval or denial. All names are kept confidential.
We will have a special morning milk program at the RES for K thru 4 students. The milk will cost 20 cents per day per half pint serving. Parents will be billed at the end of the month for both special milk and lunches.
SCHOOL LUNCH/BREAKFAST PROGRAMS AND PRICES
USD 279 plans to operate two kitchens with breakfast and lunch programs at RES and JR/SR HIGH.
Grades K - 4 $1.50 per lunch meal and $ .85 per breakfast meal
Grades 5 - 12 $1.75 per lunch meal and $1.05 per breakfast meal
Adults $2.25 per lunch meal and $1.30 per breakfast meal
Students may bring lunches to be eaten in the school lunch room or eat the lunches served through the school cafeteria.
USD 279's new lunch policy states that ALL meal/milk charges will need to be paid in advance of eating. The date of August 9, 2007, has been set for parents to come to the district office to take care of August and September meals/milk along with their student’s textbook rent. Students that have not paid the prior year's lunches/milk in full by the beginning of the current school year shall not be allowed to eat a served meal in the cafeteria. Payments for lunches at all three schools will be made to the USD 279 district office. Cafeteria serving hours for breakfast will be: 7:45 a.m. - 8:10 a.m. at RES and 7:45 a.m. - 8:00 a.m. at JHS. Bus students and town students will be able to utilize the breakfast program from 7:45 - 8:10 a.m., according to their bus scheduling. Randall town students will eat breakfast at RES and Jewell town students at Jr/Sr. High. All bus students will have the opportunity to eat at their school of attendance..
No medicine will be administered by the staff of USD 279. If a student is taking medication they are to leave medicine in the office and then pick it up at the time of need.
The administration desires to be helpful to those parents and patrons who need to talk to students during school hours. Such calls should be kept to a minimum. Students will be called from classes only in case of an emergency. A message will be taken or a call back number given to the student who will be informed or notified at the end of the class period. Student calls may be made from the telephone in secretaries office after permission is secured from the teacher. All long distance phone calls made by students must be made collect or charged to a calling card.
Students are to use the phone only between classes or during study hall.
School bus transportation is provided for all students who live out of the city of Jewell. Students who drive are to park their cars in the parking lot east of the school building and leave the car parked until school is dismissed at 3:39 p.m. unless special permission is secured from the office.
Driver's privileges may be forfeited by failure to abide by regulations or by driving practices not conducive to the safety of the driver, his passengers, or pedestrians.
Students are to obtain permission from the principal before leaving the campus during school hours. This must be for emergency cases only and the only times that cars should be moved during school hours.
Books are rented from the district office. August 9, 2007 has been set as the date for parents to come into the district office and pay this book rental along with the meals/milk. Book rental is due NO LATER than October 1, 2007. Payment should be made to the USD 279 district office. Parents will be sent a bill following the end of the first month of school for unpaid balances. Books must be returned in good condition or charges will be made equal to the value of the book.

There will be a $9.00 fee for Jr/Sr High Band students for the cleaning of their uniforms. This amount will be due at the time of enrollment.
Lockers will be assigned at registration time. Students must remain in their assigned lockers. Locks may be used if they are procured from the school. No personal locks are allowed to be used on lockers.
The library is a place of resource. While utilizing these resources, a quiet atmosphere should be maintained for the best concentration level. All materials leaving the library must be checked out. Students are not to be in the library unsupervised. Mrs. Abram, the librarian, will have other rules that must be followed if you wish to use this facility. Classes scheduled ahead of time in the library have priority.
Anything put on the bulletin board must have prior approval by the office.
We will send a weekly and monthly school bulletin to every family that has children in school. These bulletins will try to list all the activities that will occur during each week or month. This will allow parents enough time to make the necessary planning for the upcoming events.
A daily bulletin will be printed for the Jewell High School students.
Be courteous to the speaker or entertainers and to your fellow students by being quiet before, as well as after the entertainment begins. Clapping of hands is sufficient applause. Any other kind of applause, such as stamping of feet, whistling, or shouting is not acceptable.
Fire drills will be conducted at least once a month to acquaint the students with the emergency exits. Rules will be posted in each classroom. Tornado drills will be conducted once in the Fall and twice in the Spring.
DANCES AND PARTIES - Jewell Sr. High School and Jewell Jr. High School
The board policy states that all evening functions should close promptly at 10:00 p.m. on nights preceding a school day and 10:30 p.m. on Friday nights. Following games, the time limit will be 11:00 p.m. The principal may waive the time limit for special occasions.
1. High School activities are for High School students; Jr. High School activities are for Jr. High School students.
Jr. High School students are not eligible for participation in High School activities, just as High School
students are not eligible for Jr.High School activities.
2. Homecoming Dances are for alumni, our High School students and their guests. A guest at a dance is
considered a student’s date.
3. Football and Basketball Homecoming Dances and Prom are the only dances open to eligible Out of School guests.
4. An Out of School guest is defined as an alumni, an eligible guest, or a student enrolled at another High School attendance center. All Out of School students must be registered with the office by noon of the day of the dance to receive advance permission of the principal to attend.
5. Dances or parties for Jr. High or JHS students not held on school sites or not held in conjunction with school events are not school sponsored activities.
6. Students not currently in good standing with the school are not eligible for participation in any school event or activity. Participation in any school event or activity is a privilege which may be forfeited.
The teachers will divide the work load between the parents of the children in their rooms to help them with the class parties throughout the year. They will send home a list of names of who they want to assist for each party. They are flexible in making changes if you can't make it at a particular time.
EXTRA CURRICULAR
ACTIVITIES - JR/SR HIGH (GRADES 6-12)
Your school provides a number of extra-curricular activities making it possible for each student to find one or more activity that he or she may enjoy and achieve a satisfactory degree of success. The school tries to provide a wholesome preparation for life, and provide those extra-curricular activities that offer students who participate an opportunity to practice ideals and principles which lead to a happy, secure, and well adjusted life. However, extra-curricular activities are to be considered secondary to scholastic achievement. If a student is absent the second half of the full day of an activity, they will not be permitted to participate in the activity that evening, unless authorized by the Principal.
Participation in activities is a privilege and not a right of the student. This privilege can be taken away.
Students participating in activities sponsored by Jewell Jr/Sr High must conform to the requirements and regulations established by the district.
The KSHSAA requirements will be the minimum. A list of the activities and sponsors of RMS and JHS are as follows:
